New Licensed Contractor Confirmation Requirement

 

To create a stronger culture of compliance with contractor licensing and permitting in California, on October 8, 2011, Governor Edmund G. Brown Jr. signed into law Senate Bill (SB) 454. This bill prohibits a public utility from issuing rebates/incentives for energy efficiency improvements unless the recipient of the rebate/incentive certifies that the improvement or installation has complied with applicable permitting requirements and licensing requirements. As a result, SCE will be including a confirmation check box in the incentives application's signature section, which reads:

  

"I hereby acknowledge the following: By checking this box, I confirm that I will/have used a licensed contractor, where applicable, and will/have obtained all required permits for this installation."

 

This requirement will become effective in mid-November 2011 once the updated incentives application goes live (see first sidebar article). Once available, your customers must check the box in order to be eligible to receive incentives. Applications that do not have the box checked will be placed on hold and risk being declined if our processing team cannot obtain customer confirmation.

 

On the paper and excel formats of the incentives application, this check box will be placed under Section 10. On the online application, this checkbox will be included in the signature process (which can be done electronically or manually).

 

Since contractor licensing and permit requirements are generally governed by local jurisdictions and vary by city and county, your customers should check with their local city and/or county to ensure they are in compliance with applicable laws before proceeding with the work.

Express and Customized Solutions Update

 

T12 Basecases for Lighting Solutions Impacted by Federal Mandate

 

In September of 2009, the Department of Energy amended the Energy Policy and Conservation Act (EPCA), requiring higher efficiency standards for lighting. As a result, in July 2012, efficiency baselines for lighting will be raised, impacting T12s. As such, T12 lighting basecases will no longer be eligible for select Express and Customized lighting solutions. Detailed impacts are as follows:

  • Effective July 1, 2012, select Express linear fluorescent solutions with T12 lighting basecases will expire. Express Installed applications and Express Pending Installation Reports with these expiring solutions must be received on or before June 30, 2012 to qualify for incentives.
  • Effective July 1, 2012, eligibility requirements for select Express and Customized lighting solutions will be modified to incorporate higher baselines. Express Installed applications, Express Pending Installation Reports, and Customized Installation Reports for projects with T12 lighting basecases applying for these solutions must be received on or before June 30, 2012 to qualify for incentives.

As we continue to evaluate the impact of this mandate, it is possible that we may identify other lighting technologies which to expire, modify requirements, or reduce incentive levels. We will communicate these changes in future Contractor Connection E-Newsletter editions.

 

 

Expired: Express Cold Cathode Fluorescent Lamp Solutions

 

The following Express cold cathode fluorescent lamp solutions have now expired:

  • LT-94919: Cold cathode fluorescent lamp -16 watts with electronic ballast @ $30.00/fixture
  • LT-61224: Cold cathode fluorescent lamp - 32 watts with electronic ballast @ $30.00/fixture 

Only complete Express Installed applications and Express Pending Installation Reports that were received by October 31, 2011, are eligible for incentives.

  

 

Expiring Soon: Express and Customized LED Exit Sign Solutions

 

Due to Title 20 and California codes and standards requirement, effective January 1, 2012, the following Express and Customized LED exit sign solutions will expire.

 

Express Solutions:

  • LT-25510: Incandescent lamp existing @ $27.00/fixture
  • LT-85327: Compact fluorescent lamp existing @ $15.00/fixture

Customized Solutions:

  • LT-80367: LED exit sign @ $0.05/kWh and $100/kW

Express Installed applications, Express Pending Installation Reports, and Customized Installation Reports with these expiring solutions must be received on or before December 31, 2011, to qualify for incentives.

  

 

Expiring Soon: Express Wine Tank Insulation Solutions

 

Since wine storage tank insulation has become an industry standard for the wine industry, effective January 1, 2012, the following Express wine tank insulation solutions will expire:

  • RF-75849: Indoor tank @ $2.25/sq. ft.
  • RF-94332: Outdoor tank-Coastal @ $3.00/sq. ft.
  • RF-89431: Outdoor tank-Central Valley @ $3.75/sq. ft.

Express Installed applications and Express Pending Installation Reports with these expiring solutions must be received on or before December 31, 2011, to qualify for incentives.

 

 

Modified Eligibility Requirement: Customized Refrigeration Solution

 

As an additional impact, effective November 1, 2011, wine tanks are no longer eligible for the following Customized refrigeration solution:

  • RF- 20654: Insulating storage tanks @ $0.09/kWh and $100/kW

Customized Solutions Installation Reports for wine tanks that are applying for this solution must have been received by October 31, 2011, to qualify for incentives.
